In the UAE, anti-money laundering compliance is mandatory for financial institutions and for designated businesses in accounting, auditing, real estate, corporate services and precious metals. In practice, it comes down to three things: registering with the UAE Financial Intelligence Unit (FIU), naming a compliance officer, and being able to prove that your business is not a channel for illicit funds.
Federal Decree-Law No. 10 of 2025 took effect in October 2025 and replaced the entire AML framework, with stricter enforcement and heavier penalties. The businesses that get caught out at inspection tend to be the ones that registered once and stopped there. AML is a programme you run all year, not a form you file.
Consultycs sets up that programme and keeps it running. We confirm whether you are in scope, register you on goAML, draft your policies and support your Money Laundering Reporting Officer (MLRO) appointment. After that, we keep training, records and reporting current as part of our compliance services.

We confirm whether your activity counts as a designated business and if AML registration is required. .

Pre-registration through to your full organisation profile on goAML, prepared and filed for you.

AML policies drafted around how your business runs, and a qualified MLRO formally in place.

Staff training, record-keeping and reporting obligations kept on track long after you register.

It applies to financial institutions and to designated non-financial businesses and professions (DNFBPs), including:
A free zone licence does not take you out of scope. The federal AML law applies across the UAE, and where you are licensed changes who supervises you, not whether the rules apply.
Registration is only the start. Once you are in scope, five duties apply:
Appoint a UAE resident Money Laundering Reporting Officer senior enough to act independently, with a direct line to senior management.
Every designated entity needs a goAML account, since this is where Suspicious Transaction Reports (STRs) are filed.
Verify each customer's identity and assess their risk before the relationship begins.
Transaction records, customer records, STRs, training logs and risk assessments all count.
Role-based sessions, refreshed annually, for client-facing staff, the compliance team and senior management.
We check whether your business activity falls into a designated category that has to register.
We complete your pre-registration on the FIU’s SACM portal, then your full organisation registration on goAML.
We draft your AML policy, business risk assessment and internal controls around how you actually operate.
We help you select and formally appoint an MLRO who is UAE-resident and properly qualified.
After go-live, we run staff training, keep records in order and step in whenever a reporting obligation comes up.
