License Your Healthcare Facility in Dubai and Open on Schedule

A DHA facility licence is the Dubai Health Authority’s permit for the premises of a hospital, clinic, medical centre, diagnostic centre or pharmacy. Without it, no healthcare facility in mainland Dubai can legally treat a patient or advertise. The same rule covers every Dubai free zone except Dubai Healthcare City, which has its own regulator, DHCR. Holding the licence shows your premises meet the emirate’s healthcare standards.

A facility licence covers the place, not the people. Each doctor, nurse and healthcare worker on your team needs a separate DHA professional licence to practise, and those licences only go live once your facility licence does. You need both, a licensed premises and a licensed team inside it, before the first patient walks in.

Consultycs handles the facility side from start to finish, alongside the company structure behind it: the right category, the proposal, the documents, NABIDH connectivity and a premises ready for inspection.

The Right Facility Category

We match your healthcare model to the correct DHA category and activity code. That one choice sets your fees, your layout rules and what the inspector checks.

Initial approval

Regulator Confirmed Before the Lease

Mainland Dubai and Dubai Healthcare City answer to different regulators. We confirm who licenses your premises before you sign, so the unit you rent can actually be licensed.

Proposal to Inspection, One Team

We prepare your documents, submit the facility proposal on DHA's Sheryan portal and walk the premises with you before DHA's inspectors arrive.

NABIDH Planned From Day One

Your medical record system has to connect to NABIDH, Dubai's unified health record exchange. We coordinate that early, because it is often the last item to clear.

We set your facility up to pass inspection and stay compliant after opening, not just to get a licence issued.

Advantages of Getting AML Compliance Right

  1. Protection from fines. Administrative fines under the 2025 law run from AED 10,000 to AED 5,000,000 per violation.
  2. Steadier banking. Lower risk of disruption to your banking and payment processing.
  3. A safer licence and reputation. Regulators can suspend or cancel a licence for AML breaches, and can publish the penalties they impose.
  4. A record that survives inspection. Documented evidence of your controls, ready when a regulator asks for it.

Who Needs to Register for AML in the UAE

Registration is not a blanket rule for every company. It applies to financial institutions and to designated non-financial businesses and professions (DNFBPs), including:

A free zone licence does not take you out of scope. The federal AML law applies across the UAE, and where you are licensed changes who supervises you, not whether the rules apply.

Your Core AML Obligations

Registration is only the start. Once you are in scope, five duties apply:

Name your MLRO

Appoint a UAE resident Money Laundering Reporting Officer senior enough to act independently, with a direct line to senior management.

Register on goAML

Every designated entity needs a goAML account, since this is where Suspicious Transaction Reports (STRs) are filed.

Carry out customer due diligence

Verify each customer's identity and assess their risk before the relationship begins.

Keep records for 5+ years

Transaction records, customer records, STRs, training logs and risk assessments all count.

Train your team every year

Role-based sessions, refreshed annually, for client-facing staff, the compliance team and senior management.

Frequently Asked Any Questions

  • Does every business in the UAE need to register for AML?
No. Registration applies to financial institutions and to designated non-financial businesses and professions. That group includes precious metals dealers, real estate brokers, corporate service providers, accountants and auditors.
  • What is goAML?
goAML is the system the UAE Financial Intelligence Unit (FIU) uses to register designated businesses and receive Suspicious Transaction Reports (STRs). Access starts with an account on the FIU's SACM portal.
  • What happens if my business does not register?
You risk administrative fines of AED 10,000 to AED 5,000,000 per violation, disruption to your banking and payments, action against your trade licence, and closer regulatory scrutiny.
  • How long do AML records need to be kept?
For at least five years from the date a transaction is completed or the business relationship ends.
  • What did the 2025 AML law change?
Federal Decree-Law No. 10 of 2025 took effect on 14 October 2025 and repealed Federal Decree-Law No. 20 of 2018. It tightens enforcement, raises penalties and brings UAE rules closer to FATF recommendations.
